I Have A Worsening Rash Around The Base Of My

I have a worsening rash around the base of my penis. At first I thought it could be one or two ingrown hairs (from shaving) but over the past 3-4 days it has spread from one side of the shaft over the top and to the other side. The original bumps had a small whitehead, which I tried to pop with a painful result and not much of any "pimple-like" excretion when dealing with a standard white head pimple. What could it be? I have been treating with hydrogen peroxide, which helps only sightly with the burning sensation but doesn't seem to be reducing my symptoms.
