I Have An Area On My Back Calf That Is

I have an area on my back calf that is red, itchy sometimes, has bumps on it sometimes when it is itchy. Sometimes when I scratch it, it feels like little blisters are on it and pop. Some bleeding occurs also. Have had it for about a month on the right leg and have noticed a smaller patch on my left leg. To get comfort I usually put some Gold Bond Diabetic lotion on it and it seems to help. Not sure what it is. Any ideas?
