I Have An Area On My Heel...at First I Thought

I have an area on my heel...at first i thought i had rubbed a blister but i came to the conclusion that i did not. The area itches and after the blister has popped it becomes even more itchy. This has been going on for a good month now. Once i think i have it under control another blister appears.
