I Have An Itchy Scalp On And Off Through Out

I have an itchy scalp on and off through out the day and my once fine hair is now thinning out at an alarming rate. I'm 66 female and told it's likely genetics and hormonal but I feel like it's more than that. I was given steroid stuff for the itch which I try not to use. My hair is static clings to my face and that really gets to me yet I don't have a dry scalp and assorted products bought to stop this have not worked my hair by the way is not grey yet just streaks of it so far. I get tiny dots of pain itch some times and then they vanish. Does this sound like it could be an allergy ? This has been a nagging problem for about half a year now. thanks Deb
