I Have An Off And On Penile Ache (around Or

I have an off and on penile ache (around or on i'm not sure) the underside of my penis near the base that has been going on for a few weeks. I used to to penis enlargement exercises for a while but one day i stopped (not sure if there's any correlation). I also have to pee very often and not much comes out (not the amount that i feel should be coming out), also sometimes my pee is cloudy and light green.
These could be 2 separate problems, but please could you give advice?
