I Have An Oval Shaped Red/brownish Spot On The Head

I have an oval shaped red/brownish spot on the head of my penis. I have had difficulty in pulling my foreskin back. There was a white colored substance present always regardless of cleaning many times. This has been there for many months and now this oval shaped spot has appeared for almost a month.
