I Have An Warm, Itchy Patch On My Left Arm

I have an warm, itchy patch on my left arm just above my elbow. It seems to have some hardening tissue below, it has oozed a bit especially if I scratch but it is itchy. It began on Saturday.

I do not have time to read the whole Terms & conditions. If this has a cost I am not interested since I owe a number of hospital bills for my husband.
