I Have Arthritis Entire Lumbar Spine. The Beginning Of Spinal

I have arthritis entire lumbar spine. The beginning of spinal stenosis. I had a rt knee replacement in January 2016 and diabetic taking meds by mouth..A1c is 6.8 Last two weeks with bitter ciold weather the discomfort and sensation f a pressure pull from med back to middle between breast. I have a pulse ox reading of 99%. I could breath but after walking a while especiallyon cement I have to stop. Could it be a flare up?
