I Have Been Experiencing A Rash Of Some Sort Directly

I have been experiencing a rash of some sort directly underneath the head of my penis. It is only in 2 spots about a 1/2 inch apart and both are about the size of a dime. They almost look like two small cuts, but there is also a small amount of peeling skin and it is slightly inflamed but very red. It does not itch whatsoever; I wouldn’t know it was there unless I could see it. I have been tested for STD’s and I am STD free so that is not the issue. I have been putting neosporin on the area and just recently bought some Hydrocortisone cream to start using. Thank you, and I hope I explained in enough detail.
