I Have Been Given Fluocinolone Acetonide Topical Solution To Use

I have been given fluocinolone Acetonide Topical Solution to use on my scalp for large bumps that don't hurt just itch like crazy. I am supposed to use it at night. It does calm the itch but the spots are just popping out like there is no tomorrow. Is this acne or what?
