I Have Been Having A Terrible Phlegm Problem. My Dr.

I have been having a terrible phlegm problem. My Dr. thought it may be post nasal drip and put me on a trial nose spray which helped some, but now that I'm off it, my nose has started bleeding again and the phlegm is horrible again. It gets caught in my throat and I can't bring it up very well. How can I get ride of this? (By the way, I do not smoke and I don't have a cold or asthma).
