I Have Been Having Severe Itching With Patchy Raised Rough

I have been having severe itching with patchy raised rough feeling rash in skin folds along the side of my arm knees groin under breast feels like it's everywhere. But not on hands or feet or back thus far, thank god. I've been to ER and Urgent care ER said possible scabies, urgent care doesn't think it is. But is unsure. There is NO DERMATOLOGIST in my area that takes my insurance so I'm at whitts ends. Please help me!!!
