I Have Been Having Some Dizzy Problems For Almost 3

I have been having some dizzy problems for almost 3 yrs.. last yr i finally went to see a doctor and he gave me some steroid type meds. they seem to help for a couple weeks but symptoms returned.. I called and he then referred me to a ENT. My doctor doesnt feel it vertigo.. the ENT doesnt feel its an inner ear problem. So now want me to have more tests done..

in last 3 yrs i had 4 episodes while driving where everything was moving side to side at a rapid speed..
My balance is off.. Cant keep a bike straight and cant put one foot in front of the other without feeling i will fall over..

i was just wondering if this sounds like an inner ear thing or not.. Because i feel it is
