I Have Been Having Some Rash In My Private Area

I have been having some rash in my private area inclusive towards the rear. It stings when I pee and I put ointment which helps a little. But also right below my belly and between my pubic area there is also a red rash and sometimes white stuff rubs off when I feel it moist and try to dry and rub it off. What could this be?
