I Have Been On Thyroid Meds All My Life. Was

I have been on thyroid meds all my life. Was put into the hospital at age 5 to start it. I am currently 63.
My last TSH (a week ago) was .17, do Dr is cutting my dose to 100 mg. from 112. She has not done a T3 (says does not want to do it yet). T4 is normal range. Problem is I am retaining fluids in my arms above my wrists in the muscle area. My hands go numb . Weight up of course. Will decreasing my dose help with the retention? I don't want to become more tired and emotional as I know can happen. fyi I am an active person - bike ride and exercise.
