I Have Been Sick With A Deep Congested Cough For

I have been sick with a deep congested cough for a week, stuffy, runny nose etc. Not a fever but after a few days of this ...my nose leaks a orange red tinge fluid not mucus it's water consistency...I'm afraid it's cerebral fluid!!! Should I get to an ER????
