I Have Been Suffering From Watery Discharge From Both Eyes

I have been suffering from watery discharge from both eyes to an almost green, thick discharge coming from (what I believe to be the (tear ducts). Sometimes the discharge becomes so abundant that the discharge will develop a hard "crust" on the eyelids; at night the discharge can "glue" my eyes shut, requiring me to use my fingers to "pry" them open. Also, in conjunction with the eye discharge, I am also experiencing the "dripping" of mucus from the sinuses that requires almost constant "clearing" of my throat. Sometimes the sinus discharge has such a large volume that it causes my nose to run. Blowing my nose only provides minimal and very temporary relief from the nasal discharge. At times, due to the heavy volume and "thickness" of the sticky eye discharge sometimes one or both eyes will turn a deep red - looking like "cherry" tomatoes (not blood shot). I have seen both my general family physician and my local optometrist, neither agree on what I am suffering from, but we have tried to treat this as a severe allergy and as an infection (using a course of antibiotics) - neither approach has help to provide any relief. I have been suffering from these symptoms for approximately 15 months now, with no seasonal relief.
