I Have Chest Congestion To The Point It Is Difficult

I have chest congestion to the point it is difficult to breathe lying down to sleep. I am having hernia surgery with anesthesia next Tuesday. I've had 4 surgeries over the past 12 years and in at least two I've had problems after surgery where the hospital kept me overnight since the vital signs they measure were not good enough for me to go home. Should I postpone the surgery? How long should I wait to decide?
