I Have Chronic Chapped Dry Lips, And Every Winter For

I have chronic chapped dry lips, and every winter for the past three years they start burning deep under the lip skin, and the very surface skin peels. there is no cracking, and the skin that peels is very thin, and not callused. The burning is very painful as if I have a bad sunburn. What causes this and what can I do?
