I Have Developed A White Patch All Around The Fore-skin

I have developed a white patch all around the fore-skin of my penis with slight rough hard surface in the form of a ring,it is slightly itchy of and on , no pain Its been there for some time . I am using hydro-cortisone cream but not regularly , It does give me relief for few days, today i started clotrimazole with beclomethasone,thinking of fungus. Please advise
