I Have Developed Some Sort Or Rash On The Underside

I have developed some sort or rash on the underside of my scrotum. It consists of several small red and white bumps that don't itch. The bumps however are a bit sore and irritated, I think due to the friction on clothing. I'm a 40yo male in fairly decent shape.
