I Have Discoloration On My Inner Thigh. It Looks Yellowish

I have discoloration on my inner thigh. It looks yellowish and there is a small spot that seems indented. At times, the discoloration turns from yellow to an inflamed red with bumps, similar to a rash. It has not fully gone away for about 7 or 8 months now. What could it be?
