I Have Discoloring On My Ankles. Looks Like When Your

I have discoloring on my ankles. Looks like when your skin gets cold, slight reddish color and it does not go away. Along with this I have a sensation that inside my ankles, under my skin it feels very tight. I can move my feet in any direction and often make circular motions with my feet to improve circulation. What is the discoloration from and how do I treat it to remove it?
