I Have Had A Raised Meatus For The Last Year,

I have had a raised meatus for the last year, it is a lip shape that surrounds the opening, there's is also irritation and itching that occurs infrequently, especially when my penis becomes moist. I have treated my penis with courses of flucol (200mg) and miconazole nitrate and only receive temporary relief. The raised shape around my meatus has not lowered during these periods of treatment. Sometimes my penis head will also get dry and flaky, I've had a full sti check and all results were negative. I have not had any type sex in all this time as I would not like to infect anyone else should I have an infection. I am heterosexual to clarify
