I Have Had A Sudden Rash Of Pimple Like Bumps

I have had a sudden rash of pimple like bumps on the back of my neck at the hairline for about a year now. Some times they pop but they only bleed..At first it went away but now it's not. Im an African American age 21. I don't know of that has anything to do with it because of the style of my hair.
