I Have Had A Swollen Uvula For About 4 Months

I have had a swollen uvula for about 4 months now and I was given antibiotics 2 months ago it didn't work so they decided a steroid might help, that didn't either my ear nose and throat doctor said that surgery is possible but it there any way to get rid of it without surgical removal?
