I Have Had High BG For About 2 Weeks Now

I have had high BG for about 2 weeks now went to doctor was told I have diabetes they gave me insulin and I have not been able to get the BG down even with insulin Flux between 378 and 420 what to do I changed what I have been eating no sugars and lots and lots of water should I go to emergency room
