I Have Had Phlegm In My Throat Constantly For Some

I have had phlegm in my throat constantly for some time now. I am not sick at all, and it is so very frustrating. How can I get it out? I just googled it, I am not a smoker, but my husband is, and so is everyone at work. Can this be the cause of it? What can I do?
