I Have Had Sinus Problems Or A Lot Of Mucus

I have had sinus problems or a lot of mucus and a runny nosenasal congestion for about a week. However, it seems there may be mucus in my chest as well. Occasionally, I have a dry cough. I have been wearing disposable gloves to blow my nose, wipe myself, and wash dishes because my hands are dry and get worse when in water. I am now noticing a rash on my hands. These runny nose, sneeziness, occasional dry cough has occurred for about a week. The rash only in the last two days or so.
