I Have Had Swollen Carbuncle's (both Eyes) For Over 6

I have had swollen carbuncle's (both eyes) for over 6 months now. The tell me its allergies but I have never had allergies. I even went to an allergist and had all the testing done. Results to everything was neg. I have been on some strong eye drops for about 4-5 months (6 bottles used so far). The drops are called Lotamax. I don't know what else to do. Do you think this is really allergies?
