I Have Had What Appears To Be A Broken Blood

I have had what appears to be a broken blood vessel in my eye-2x in the same eye in the last 3 wks. No pain, or soreness. Last eye exam was in May-did not have a recent change to my vision prescription......I do get random blood blisters in my fingers or toes-happens 1/2 dozen times/yr.....Try to be faithful to my MV, thinking I may be low in folic acid-though I have a well balanced diet......Could the 2 be related? should I see a hematologist?
