I Have Itchy Red Bumps Around My Left Elbow That

I have itchy red bumps around my left elbow that look like chigger bites. What could it be? I remember going to Walmart and checking my blood pressure at a public machine by sticking my arm in the machine. Could I have acquired this rash like condition there and could mites or chiggers be passed on to another person that way?
