I Have Like A Ring Around The Middle Of My

I have like a ring around the middle of my foreskin (or the top when it's covering my glands) that isn't too tight but makes my foreskin look strange. Also my foreskin looks really wrinly at the tip when is over my glands and looks really thick. Is there a way to make my foreskin thinner and more smooth?
