I Have Noticed An Indentation On My Upper Right Arm

I have noticed an indentation on my upper right arm near my shoulder joint. the skin is slightly red and has an inch in diameter going a quarter inch into my skin. It does not hurt but I can't really feel the indent in my arm. I notice slight tingles in my fingers of the same arm. What could this mean and should I see a doctor?
