I Have Pain On My Arch. I Have Flat Feet

I have pain on my arch. I have flat feet and my primary doctor told me to get some arch supports (the 3/4 kind), a foot doctor after looking at the xray thought I had fractured it and that it is full of arthritis. When I wear the arch supports it hurts worse after having them on for a couple of hours. Is there anything I can do to relieve the pain?
