I Have Phlym In My Throat. Sometimes I Feel As

I have phlym in my throat. Sometimes I feel as if I won't be able to swallow. I cough periodically but not much. When I do cough I do not dislodge the phylm. Lately I have been having itchy skin on my right arm. Is this all related? The itching wakes me up at night as well as the phylm.
