I Have Problem On Skin Around Two Thighs Near The

I have problem on skin around two thighs near the penis where we cover with under wear pant. The itching sensation is so heavy, the hands are going there automatically to scratch the skin.I don't know how to cure this permanently. If any doctor knows please guide me in right direction.
