I Have Problem Regarding My Mums Situation She Had An

I have problem regarding my mums situation she had an accident 3.5 years ago due to this she is unable to move her right arm. She got 4 operation. Bone cracked on 3 different areas . Doctors said she is unable to move her hand or lift her arm due to damaged nerves and vains. I want to ask is there any surgery available that she can move her arm?
