I Have "raccoon" Eyes That The Skin Around My Eyes

I have "raccoon" eyes that the skin around my eyes are dark & red & not getting better. I am 71 & realize age must make it worse but is there anything I can do to help alleviate the condition - I know it won't disappear but just make it lighter. I use a white cover stick but would sure like to help the discoloration? Is it a sign of a health condition.
