I Have Read The Response Concerning A Harden Vein/vessel It

I have read the response concerning a harden vein/vessel it is sensitive to the touch and slight pain and there is also sagging of skin below the head and appears fluid filled. There the hard vein/vessel also appears. Is this also Lymphangiosclerosis?
