I Have Recently Experienced Small Little Blisters On My Feet

I have recently experienced small little blisters on my feet and ankles. I thought they were bed bug bites since we had an experience with bed bugs last summer but I am the only one that is getting these little blisters. They itch terribly. I even thought I had athletes foot but I am starting to get them on my arms. They are mostly on my ankles and calves. What are they? If I don't scratch, they develop into little clear pus blisters
