I Have Recently Noticed A White Residue On My Penis

I have recently noticed a white residue on my penis when I retract my foreskin and I am getting slightly concerned about it. I did have some red dots on my pens but that seems to have cleared up. Can you help me out with what it is and what needs to be done to help this out to clear it up.
