I Have Recently (past Year) Started Experiencing A Weird Situation

I have recently (past year) started experiencing a weird situation in which it feels like an electric shock emanating out from between my shoulder blades and down both of my arms. When it occurs I lose most fine muscle control in both of my arms but am still able to control gross muscle control if I really control. When it started it last about 30 seconds to a minute. Now it is happening more often, once to twice a day and on occasion it lasts upwards of 5 minutes. Also it used to be that control returned in both arms at the same time, now the left takes longer than the right. About a week ago I started having a bad stiff neck on the left side that travels up the left/back of my skull so I am not sure if the two are related.
