I Have Red Spots On My Arm That Came Out

I have red spots on my arm that came out of no where. I have had chemo for a year, but that was a year ago. My chemo was extremely strong. I have poor circulation in my left arm and that's where it appears. what is causing these reds spots that kind of look like bruises?
