I Have Scar Tissue Near My Collar Bone. There Are

I have scar tissue near my collar bone. There are small white bumps around the scar. I am male, 52, generally good shape. Did have a hip replacement last year have I have a herniated disc. Trying to fiqure out what the white bumps are as they do not itch.
