I Have Seen My Regular Doctor For A Rash On

I have seen my regular doctor for a rash on my elbows. It looks like ringworm and mild eczema. No itching. Had it tested--not a fungus. Been on several medications for both. Nothing has worked. Is there something else it might be? (I'm sorry. I just noticed I have to pay for this advice. I'm not willing to do that. Thank you for your time.)
