I Have Several Small Sack Looking Bumps On My Testicle

I have several small sack looking bumps on my testicle skin. From time to time I get a crawling itching sensation. I have tried anti-itch creams, lotions and powders. None work. I am 62, male and 300 lbs. I have had this condition for some time. The VA doctor says not worry. He's not the one with these blood blisters. The urge to scratch is huge. Yet, I dare not least I cause one of those blisters to bleed for several minutes. Suggestions?
