I Have Severe Left Leg Edema. I Am Currently Takin

I have severe left leg edema. I am currently takin lasartan 40mg and LASIK neither is working, I used to take lisinopril 20/25 that kept the swelling down a lot,but it would cause a hacking cough, nothing works, even when I elevate my feet the swelling does not go down, I also think it maybe causing my left knee pain, please advise
