I Have Small (about 1 Mm Long) Cuts Appearing On

I have small (about 1 mm long) cuts appearing on skin of the back side of left hand, mostly at the joints in the fingers. The blood oozes out slightly from the cuts; sometimes gets swollen and stings at the contact with water, soap or any liquid. Is it psoriasis? When I had similar cuts appearing on both hands four years ago, I had used some steoride ointment to treat the cuts. I had very good results.
