I Have Some Liver Scarring From Hep C. My Platelets

I have some liver scarring from Hep c. My platelets fluctuate. I need surgery on my shoulder (repair 3 tendons/ligaments, remove bone spur and intramuscular ganglion cyst). my platelets are at 90,000 (they flucuate. Is that high enough to have surgery?
